The paper mentioned was initially published by William Hamper as a pamphlet in 1820 and was gradually expanded upon. Upon William Hamper’s death what existed of the expanded manuscript was sent to the Society to be published in 1832 in Archaeologia Vol. 25. pp.24-60:
